Troy Mayor WM. Patrick Madden announced a comprehensive plan for parks work to continue in 2024, closing out the Madden Administration’s investments to create renewed park spaces in neighborhoods throughout the City of Troy.

Following community input, the City released an RFP for the first phase of improvements in Prospect Park including the installation of a new playground and total renovation of six tennis courts. This work will coincide with the rebuilding of five basketball courts throughout the city and completion of work at Beman, 112th St, and Canal Ave parks, which include numerous improvements such as new playgrounds and pickleball courts. The upgrades were made possible in part through the allocation of federal American Rescue Plan Act (ARPA) funds. 

While my administration worked to rescue the city from a dire financial position, I also recognized the need for continued investment in quality of life projects so that families could continue to gather, play, and enjoy life at their neighborhood parks,” said Troy Mayor Madden. “I’m proud to announce that Madden-Era investments will continue to benefit our families even after I’ve left office, and that Troy parks will soon boast the newest municipal basketball, tennis and pickleball courts in the region.”

“After being on pause for two years, the Troy Tennis Association welcomed familiar faces and new members to the park in 2023. These needed improvements to six of the tennis courts will allow us to expand the 15 Love Program for children ages 4-18 and draw new US Tennis Association matches and in-turn new players,” said Carol Pillsworth, President of the Troy Tennis Association. “We are so happy the city's first investment in new tennis courts will be in Prospect Park and we know more is to come.”

The Friends of Prospect Park have been longtime stewards of the park, a park that we know is a unique gem in the middle of the City of Troy. The Friends are delighted to see this first phase of improvements in Prospect with a new playground for children and tennis courts for our many visitors,” said Peter Grimm, President of the Friends of Prospect Park. “Parks are one of the most necessary components of a healthy community and we look forward to working with the city to see these and other improvements come to fruition.” 

Recent RFPs are providing for the following 2024 improvements:

• Six rebuilt tennis courts in Troy’s Prospect Park;
• Basketball rehabilitation at five parks: 6th Ave Park, 9th St Park, 10th St Park, North Lake Ave Park and Riley Park;
• New pickleball courts in Troy’s 112th St Park.

These investments are a part of the $2,235,000 in American Rescue Plan Act funding allocated by the City of Troy under Mayor Madden into our parks; projects that, combined with other city, state and federal investments, are transforming public gathering spaces and recreation in every neighborhood of the city.

In addition to these investments in Troy parks, Madden-Era ARPA investments will go toward improving local youth programming through the Troy Youth Alliance, building accessible housing units through Habitat for Humanity projects, and public arts projects via the Arts Center of the Capital Region and the Troy Savings Bank Music Hall, to name a few highlights.

On November 8, Mayor Madden announced that S&P Global Ratings (S&P) upgraded its issuer credit rating for the City of Troy from “A” to “A+” with a “stable” outlook—the highest rating the City of Troy has ever received from S&P. Combined with a 2024 Enacted Budget that is below the tax cap and does not rely on one-shot funding, the Madden Administration is continuing to pay for today’s needs with today’s dollars and has built a positive financial foundation for the incoming city administration to work with.
