CDPHP to Collaborate with GTM PEO to Deliver Health Plan Options for Member Organizations

Albany, NY and Clifton Park, NY – October 6, 2025 – CDPHP®, a physician-founded, member-focused, and community-based not-for-profit health plan, has teamed up with GTM Payroll & HR, a leader in payroll, human resources, insurance, and employee benefit solutions, to offer comprehensive health benefits to clients of GTM’s Professional Employer Organization (PEO).

A PEO is a strategic option for small and mid-sized businesses, sharing certain employer responsibilities with a member organization, including HR, payroll, benefits, and compliance. The member organization remains responsible for daily operations, hiring and offboarding, and maintaining the company culture while leveraging the PEO’s scale and infrastructure and accessing the same resources and support that large corporations enjoy.

With this PEO solution, organizations will leverage GTM’s payroll, human resources, benefits, and insurance expertise as well as its human capital management (HCM) technology. Built on over 30 years of trusted service for thousands of businesses, GTM’s PEO combines high-touch support with payroll, human resources, benefits, and insurance expertise and cutting-edge human capital management (HCM) technology.

For an organization seeking a more effective way to manage its workforce while focusing on its bottom line, a PEO may be the solution they need.

“Joining GTM PEO’s offering is just another example of how innovation at CDPHP is helping address health care’s affordability crisis and strengthening the health of our region,” said Nick Kraft, chief growth officer at CDPHP. “We’re pleased to join together with GTM, a fellow organization with deep Capital Region roots, to help alleviate cost burdens, provide exceptional health benefits, and deliver outstanding value for small and mid-sized organizations that are at the heart of our communities.”

Health insurance premiums and benefit expenses continue to outpace inflation, making it increasingly difficult for small and mid-sized businesses to remain competitive and leaving many employers stuck between absorbing higher costs or cutting back on their offerings or employer contributions. GTM and CDPHP, as the PEO’s health care plan provider, are helping solve this issue.

Through its PEO, GTM can pool employees across many client companies. This aggregation gives the PEO the scale to provide better rates and broader plan designs that most small businesses could not get on their own. Employees of member organizations, who may not otherwise have these options, gain access to high-quality, affordable health coverage from a trusted provider.

With GTM’s PEO, CDPHP will offer competitive rates and deliver health benefits to a broad range of employers through a single, streamlined relationship, which means easier administration for businesses, greater stability for employees, and robust, long-term relationships with member organizations.

“We’ve had a strong relationship with CDPHP and their nationally recognized benefit offerings through our GTM Insurance Agency,” said Guy Maddalone, founder and CEO of GTM. “Their track record of business integrity, commitment to the community and their clients, and delivering forward-thinking solutions align with GTM’s core values and make them an ideal health plan collaborator for our PEO.”

By teaming up with CDPHP, the GTM PEO remains the sponsor and administrator of the health benefits plan and employer of record for benefits administration, while CDPHP underwrites the policies and delivers medical coverage, networks, and claims processing.

Offering affordable and comprehensive benefits packages can help small and mid-sized organizations retain their best employees and compete with larger companies for top talent.
