Human Resources Director, Rensselaer County, NY

Rensselaer County, New York is seeking an experienced and collaborative Human Resources Director to lead countywide HR operations, labor relations, and workforce strategy within a complex and mission-driven public-sector environment. Reporting directly to the County Executive, this role offers the opportunity to shape organizational culture, modernize HR systems, support employees across County government, and influence strategic workforce initiatives in New York’s Capital Region.

This is an exceptional opportunity for an HR leader who values public service, organizational impact, and long-term retirement security through the New York State Retirement System (NYSERS).

Key Responsibilities
- Direct countywide human resources operations
- Oversee labor relations, collective bargaining support, and employee relations matters
- Administer compensation, classification, benefits, leave management, and NYSERS-related processes
- Ensure compliance with federal and New York State employment laws and workplace regulations
- Supervise HR staff, departmental operations, and organizational policy implementation
- Support HR technology modernization initiatives including Tyler Technologies New World ERP and UKG Workforce

Minimum Qualifications
- Significant progressively responsible HR leadership experience
- Experience in public-sector, municipal, county, or unionized environments strongly preferred
- Knowledge of New York Civil Service Law, labor relations, and employment compliance requirements
- Experience with employee relations, compensation/classification, and benefits administration
- Bachelor’s degree in HR, Public Administration, Business Administration, or related field preferred
- SHRM-CP, SHRM-SCP, IPMA-HR, or related certification preferred

Compensation & Benefits
Starting salary approximately $101,182 plus comprehensive benefits including health, dental, vision, paid leave, and participation in NYSERS.
