The City of Troy is seeking applications for the position of Recycling Specialist The pay grade and salary for this position is: CSEA Grade 8, Starting Salary $37,331
DISTINGUISHING FEATURES OF THE CLASS: The primary responsibility of the Recycling Specialist is to work in conjunction with the Recycling Coordinator and recycling and solid waste team to help develop and expand a recycling and materials recovery plan and program in the City of Troy to reduce the municipal solid waste stream. The work involves participating in recycling and other public information efforts by assisting the Recycling Coordinator in promoting the recycling program. An incumbent in this position may travel throughout the City of Troy contacting and working with businesses, school districts, neighborhoods, residents, or other public facilities to advise on compliance with recycling laws and to assist in recycling initiatives. The work is performed under the general supervision of the Commissioner of General Services. Does related work as required.
EXAMPLES OF WORK: (Illustrative only) Assists with recycling and other public information efforts, such as with the City’s website, monthly newsletter, and other types of promotional and educational materials relating to recycling and solid waste; Organizes and facilitates special recycling projects, including but not limited to waste hauler permits and related activities; Researches and advises on the latest technology in waste reduction and recycling; Researches and advises on current and proposed federal, state and local legislation relevant to waste reduction and recycling; Participates in public education and neighborhood meetings as needed; Answers questions from the general public, local businesses and internal departments relating to recycling and solid waste; Gathers data, prepares and presents reports, charts, graphs and graphics as requested; Assists the Recycling Coordinator in the preparation of annual reports for NYSDEC and local officials; Assists Recycling Coordinator with grant applications and modifications to city ordinances as they relate to recycling and solid waste; Does related work as required.
FULL PERFORMANCE KNOWLEDGES, SKILLS AND ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the principles and practices of recycling and waste reduction and the ability to apply those principles and techniques to daily activity. Working knowledge of the use of a personal computer, including use of the Internet. Working knowledge of the principles and practices of solid waste and materials recovery methods. Working knowledge of industry-specific materials and information. Working knowledge of relevant city ordinances and NYS laws as they pertain to recycling. Ability to interact and communicate effectively with the community and the general public. Ability to work with individuals and groups to elicit cooperation and compliance. Ability to prepare reports, exhibits, charts and graphs. Ability to express ideas and issues clearly and effectively both orally and in writing. Ability to work in a team environment. Good analytical and problem solving skills and the ability to prioritize tasks.
MINIMUM QUALIFICATIONS: A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s Degree or higher in regional planning, engineering science or a closely related field and one (1) year of full-time paid experience in recycling or solid waste planning related activities. Graduation from High School or possession of a High School Equivalency Diploma and three (3) years of full-time paid experience in recycling or solid waste planning related activities; -ORC. An equivalent combination of training and experience as defined by the limits of (A) and (B) above. * Volunteer and/or part-time work will be accepted on a FTE basis.
SPECIAL REQUIREMENTS: At time of appointment, candidate must possess a valid NYS Drivers’ License and maintain such throughout duration of employment in the title. The selected qualified candidate will be required to take an exam administered by the NYS Dept. of Civil Service and become reachable on the resulting eligible list to secure permanent status in the title. If not a Troy resident, the successful candidate will have ninety (90) days to move into the City and maintain residency.
