The City of Troy is seeking applications for the position of Assistant Supervising Water Plant Operator. The pay grade and salary for this position is: CSEA Grade 16, Starting Salary $52,267

Distinguishing Features of the Class: This is highly technical work involving responsibility for compiling, construction, analyzing and maintaining a variety of technical materials including reports, data sheets, charts and graphic depictions concerning the operations of a water treatment plant.

In addition, an employee in this class performs or supervises the performance of special projects requiring a technical knowledge of the operation of the water treatment plant. The work is performed under the direct supervision of the Supervising Water Plant Operator with some leeway provided for the use of independent judgment in procedural aspects of the work. Supervision, depending upon assignment, may be exercised over operational personnel. Does related work as required.

Typical Work Activities: (illustrative only)  Initiates analytical surveys and evaluations of water treatment plant programs, procedures and techniques of operation, secures information and makes recommendations for overall operational improvement;  Compiles results of laboratory tests, operator’s log, flow and temperature recordings and employee time records for daily data sheet for the Chief Water Plant Operator or his designee, noting unusual or conflicting information;  Maintains and plots graphs and charts illustrating chemical quality, flow rates, temperature, pressure conditions, operational sequences, services and shut downs;  Serves as plant safety officer, inspects plant for possible safety hazards and takes corrective action, and conducts periodic safety training;  Analyzes in-hour records of electric and gas consumption for comparison purposes;  Assists the Chief Water Plant Operator or his designee in the inspection of the reservoir and water shed area;  Assists the Supervising Water Plant Operator in preparation, implementation and supervision of the scheduling of water plant operations;  Assigns the appropriate tasks and work orders to the water treatment operators;  Compiles and prepares timesheets and payroll information for the department payroll clerk;  Responsible for the operation, maintenance and supervision of the sludge dewatering facility;  Performs other related tasks as may be assigned. Personal Characteristics: Good knowledge of the principles and practices utilized and equipment required in the operation of a Type A water treatment plant containing facilities for filtration with pretreatment process; working knowledge of the principles of physics, chemistry and biology and their application to water purification; ability to prepare reports, graphs, charts and other statistical information; ability to compile the results of laboratory and field tests of raw and treated water; ability to supervise the work of others; mechanical aptitude, initiative and resourcefulness; physical condition commensurate with the demands of the position.

Minimum Qualifications: A. Graduation from a regionally accredited or New York State registered four-year college or university with a Bachelor ‘s Degree or higher in Engineering, Natural Science or a closely related field and at least four (4) years of satisfactory experience in the actual operation of a water treatment plant with facilities for filtration with the pretreatment or for chemical softening, or any similar process; OR B. Graduation from a regionally accredited or New York State registered two-year college with an Associate’s Degree in Engineering, Natural Science or a closely related field and at least six (6) Posted 02/16/2021 years of satisfactory experience in the actual operation of a water treatment plant with facilities for filtration with pretreatment or for chemical softening, or any similar process; OR C. Graduation from high school or possession of a High School Equivalency Diploma and at least eight (8) years of satisfactory experience in the actual operation of a water treatment plant with facilities for filtration with pretreatment or for chemical softening, or any similar process.

Special Requirement:  At time of appointment, candidate must possess a valid NYS driver’s license, and maintain such throughout duration of employment in the title.  Possession of a Grade II-A Water Treatment Plant Operator’s Certificate issued under Chapter 1, subsections 11.65 of the New York State Sanitary Code.  Incumbent is required to obtain a I-A Water Treatment Plant Operator’s Certificate within two (2) years of appointment; The selected qualified candidate will be required to take an exam administered by the NYS Dept. of Civil Service and become reachable on the resulting eligible list to secure permanent status in the title. If not a Troy resident, the successful candidate will have ninety (90) days to move into the City and maintain residency.
